[RWP] o t program to make midi files for use with reaper?

hey all what program would people recommend for making midi files to use with reaper? i'm looking for a program that i can plug a midi controller in to and tap out a midi file using it also i'm thinking a program where i could use an events list to make a midi file would be useful i'm thinking qws am i on the right track? 

your help with this question would be most welcome. kind regards trahern.
