[RWP] Any USB audio device into Reaper

I'm trying to get the TC Helicon VoiceLive Play vocal pedal to hook to 
Reaper by USB cable.
It works, but I have to set the pedal as the default audio device in 
Reaper's preferences/audio/device; and it won't show up unless I 
unselect my soundcard's asio driver; then select Direct Sound, which 
produces huge latency.
Running Direct Sound as the driver, I can still select my sound card as 
input, and select the vocal pedal as output.
This lets me plug a microphone into the sound card; and hear it being 
fed to the vocal pedal by USB, when I plug headphones into the pedal's 
headphone out jack.
Other people in the TC Helicon forums are doing this exact same thing 
without latency.
I don't get it.
This pedal shouldn't need an audio driver.
It uses the default Microsoft audio USB driver, and is shown with that 
driver in control panel/system/Device Manager.
Some of the folks running this vocal pedal into their daw are using PC 
and others are using Logic on the Mac, but Reaper should be able to run 
two audio  input and output devices simultaneously, shouldn't it?
What I don't comprehend is why this USB vocal pedalis not listed along 
with my P C I E soundcard, in preferences/audio/device?
When I change drivers from asio to Direct Sound, my soundcard 
configurations disappear, and pedal is shown without the usual disabled 
or enabled after its name.

Can anyone think of a trick to route a recording track's output to the 
USB pedal, without setting it as the default audio device in 
preferences/audio/device?

I read about ReaInsert, which can run any hardware as a virtual plugIn.
I'll try that, but I shouldn't need to.
