I tried all the other methods suggested here, and; by far, it's best to
use David Shortland's method to go to the Reaper built in midi editor
and do quantizing there.
Here's the method:
1. Select the midi track with up down arrows.
2. Select the item to be quantized with ctrl+shift+right or left arrow,
depending on where the item is in relation to where the cursor is.
3. Press ctrl+alt+E; echo; to bring up the midi editor.
4. press enter.
5. Press Alt+V; victor to provide the Mode Event List. You only need to
do this once per session, it stays selected.
6. Here you can edit individual events per note; along the track's
timeline or, as we started out to do; quantize the whole item.
To display the quantization menu; press the letter Q; as in quantize.
You get a long list of quantization options at your tab key, with
choices or values at your arrow keys; like; for instance; whether to
quantize to the grid you selected in advance; or to quantize manually.
There are several methods to change the grid, like Snap to Grid Settings
in the Options Menu, and other places to set the grid to the usual
thirty seconds, sixteenths, even down to whole measures, which is the
grid value 4.
Or , you can choose manual quantization.
As you tab down you find many other options, like to quantize notes
only; events only; all.
You get percentage of quantization, note ends, note beginnings and ends,
too many options to list them all here, follow the steps and study that
menu that displays by pressing Q in the Reaper built in editor, it's as
thorough and flexible as midi quantization gets in any daw.
