[RWP] Loading and Combining Patches and Bank Files

In Reaper's default dialog for importing and exporting FXP patch files 
and FXB bank files, that you can display; in the FX Routing page;  by 
clicking on a button 1 tap press down from a VST synth's list of 
presets; you can load bank files 1 at a time.
This is okay, since a single bank file might contain anywhere from 30 to 
560 presets, or more.
FXP preset files are a different matter.
When you focus onto an FXP file and press enter; you load a single 
preset, 1 sound, into the list of presets.
The loaded preset goes onto the slot you are on when you load the 
preset, and you can read the name of the newly loaded preset in the 
synths preset list.
What I'd like to do is somehow load a batch of presets at once, into 
empty slots, so I could somehow combine all useful presets into 1 list 
of presets, then save it as an FXB bank file.
I have tried selecting 30 FXP presets, but the file loader will only 
import a single preset.
I've also tried to save the current list of presets in a synth; by 
selecting the whole list of files, then clicking on Export as FXP/FXB, 
but only a single preset is saved.
In other words, the saved FXB bank file only contains the single preset 
that you had in focus at the moment of saving.
Am I missing something here, or is there another preferred method of 
combining FXP presets into FXB bank files?
Maybe there is a utility one can use outside Reaper; to open bank files 
to view their FXP presets inside, delete useless ones, paste in ones you 
want, then save the new list as an FXB bank?
