[RWP] sends and Receives in the latest version of reaper?

Yes, you select track 1 by arrowing up/down to it; then hit I for IO 
dialog; then  place a send on it pointing to track 2.
Same if you wanted a receive placed on track 2 to bring data from track 1.
In that case first arrow to track 2; then hit I for IO dialog; then 
place the receive coming from track 1.
For me it helps to think of sends and receives as bow-and-arrow-type 
arrows, with the pointed end towards the target track.
You know, if you have audio on track 1; you can just select track 1, 
then press F and you'll go into the load effects dialog; where you can 
navigate to an effect; say a reverb.
The reverb will also be placed onto track 1; along with the audio.
In that case, you don't need to deal with sends and receives, they are 
done for you.
If you begin by setting track 1 with the audio looping around 
continuously with ctrl+r, then press F to get the load effect dialog, 
you can tweak the reverb and hear the changes in the audio as you tweak 
the reverb; in the effects routing page.
