[RWP] sends and Receives in the latest version of reaper?

Well, I suppose others could have more complicated ways of doing it, but 
to set up sends and receives, I just arrow to a track to select it; then 
press I to open the IO dialog.
Tab down to where you set up sends and arrow to the tracks you want to 
send data to from the selected track.
Same procedure to set up receives.
If you have set up a receive from another track to the selected track, 
you don't need to duplicate by also setting up a send that transmits the 
same data, only a single send or receive will suffice to transmit the data.
