You must type in complete paths where Reaper looks for plugs.
Go to options/preferences with ctrl+P.
Arrow to VST.
Tab down to the field for paths.
Carefully type in the path, like C:\Program Files\Steinberg\VSTPlugins\
which is where I myself store plugs.
You can have more than a single place to store plugIns, like a cakewalk 
folder as well, but you need to type in 2 complete paths, each beginning 
with C colon backslash but seperate the paths with a semicolon, no space 
between paths.
Reaper will sometimes also place  plugs in its own DXI folder, or in its 
VST folder and not in the VSTI folder where you think a synth plug would 
go, but that's okay.
If you have entered a proper path, you will always get a proper browse 
dialog when you either use ctrl+I  to insert virtual instrument; or 
click on the add button in the FX page to add a VST effects plug.
It is the same browse dialog you get.
Just tab as required to find the various folders; then arrow within 
folders to find the desired plug, then hit enter on it.
Sometimes Reaper will play stupid and not display a newly entered plug.
When that happens, go to options/preferences/VST and tab down to where 
you can run the clear and rescan action.
I find I need to get that action going with the NVDA+numPad Enter, or 
route to... in jaws or wineyes and do an emulated left mouse click.
I have no idea why an emulated left mouse click would sometimes be more 
powerful than the enter key, in many programs; but I always give it a 
try when enter doesn't do the job.
Once Reaper begins the Clear and Rescan procedure, keep hands off until 
it completes its thing; then go back to track or FX view and bring up 
your plugs browse dialog again and usually the plug is there where expected.
