[RWP] vocoder plug in.

The Ion vocoder is pretty well crap. I have a few hardware units, or at 
least hardware boxes that can do it -- Ensoniq D/P4, Digitech Quad IV, 
Electrix Warp Factory, Korg Microkorg, Motif XS, Alesis Ion... No, I 
don't have enough vocoders or anything.
The MDA vocoder works great in Reaper, as does Reaper's included 
Reavocode. I like the MDA one better. Goldfingas likes MDA Talkbox 
better. I say it all depends on the sound you're looking for. Talkbox is 
a clearer, more resonant sound than the MDA vocoder itself.
