Man, I hardly know where I am, with a partly paralyzed and very sick
dog, and life in general very precarious these days.
I'm praying for the doggie, for me, for my wife and kids, for all of you
to find peace in your hearts somehow; no exceptions.

>> If you try to assign a shortcut that's already in use, you'll be notified that you've typed an already assigned shortcut, and asked whether to use it anyway.
>> Once you have a shortcut assigned, you can press OK, if I remember correctly, or exit, or try out the action right there in the action assignment dialog before exiting.
>> Then type set volume in that edit box, which is a search box, and assign Set volume of selected tracks, same method of assigning a shortcut to set volume for selected tracks.
>> Use whatever method you now use to select a number of contiguous tracks.
>> I just hold ctrl+shift and arrow from track 1 to the last track, then let go of ctrl+shift and it seems to select the desired tracks.
>> Remember, though, that I've been obsessed with electric guitars for months now, so haven't used Reaper's actions much, so please verify before believing this info is accurate, okay?
