[RWP] dragging items to new actions list when creating a new action.

To make an action that works, you don't need to drag from an action list 
to an empty list.
You just select an action, then assign a qwerty shortcut or a midi 
controller to it.
If you tab down you get a place where you either type in the qwerty 
shortcut; a modifier like ctrl, shift, alt, plus letter, number or 
Function key; or' if you have any hardware that sends midi messages, you 
wiggle a control, like a knob or fader.
If you go back to the place that says drag from actions list to empty 
list, you will then find that the selected actionis already placed in 
the empty list for you.
That's the way it works for me.
