[RWP] dragging items to new actions list when creating a new action.

I've never done this with JAWS, but with NVDA, navigating to the
action you want to drag with object nav and hitting NVDA+Enter does
the job. When I do that, NVDA says "double click". Double-clicking
manually doesn't seem to do much with NVDAs mouse emulation, but you
might have more luck with JAWS cursor, I dunno.
