[RWP] automating mutes and solos in Reaper 3.x

No need to set volume all the way down, there's a mute item action
already in the virtual viewer thingamy.

Sorry I don't have a better answer. I couldn't get this to work
consistently either, was up against a deadline when I originally
tried, so ended up going down the item-based route. Haven't quite
worked up enough hatred to put time into rethinking things, yet.
