[RWP] Listening to a selected area of a track

It has been a constant issue of mine that I cannot move around on a
vocal track on Reaper as I please, to the point where I just export
and use another mixer to do so and record on Reaper.  But I really
would like to use Reaper fully cuz it really does sound like a great
program, so my question is...is there anyway to listen to a section
you've selected on a track?  Whenever I hit Control+left arrow or
right arrow it says a percentage is selected, but when I go to listen
it starts the track from the beginning and that doesn't really help me
when I am trying to edit a certain section of a track...is there
anyway to listen to a track while you're editing, and fast
forward/rewind through it while selecting?  or is that really just
guess work.  I have the hardest time editing with Reaper sadly.

So I guess this is two questions:  Can you playback the track and
select at the same time, and can you play a section you've selected by
itself?
