[RWP] FW: Reapers plug window always on top?

Whether Always on Tob is checked or unchecked, I can't get any of
Reaper's bundled plugs to show by tabbing or alt+tabbing to them, same
for non-Reaper VST plugs.
If I press F while a track containing the plug is selected, I
immediately go to FX Routing, and there the plug is listed; with its
parameters and interface.
This is definitely a ReaAccess feature, which makes me think your
ReaAccess is not functioning.
