Hi,
CTRL+Left-Arrow will select the items to the left and right,
respectively. Use CTRL+SHIFT+Left or Right arrow to select multiple
items. In Reaper, you must have an item selected to be able to edit
that portion of the project. if your selection spans more than 1 item,
you will need to select both items of which your desired selection is
a part. for example, let's say you have 4 items on a track. item 1
spans bars 1-4, Item 2 spans bars 6-10, and Item 3 spans bars 15-20.
If you want to select from Bars 15-17, you will only need to select
the third item before making your selection. Use CTRL+Right-arrow
until you hear your desired item being announced by your screen
reader. this is all you will have to do in this case in terms lf
selecting an item before making a more specific selection. However,
referring once again to the previous example, if you want to select
from bars 1-6, you will need to select the first two items. To do
this, press CTRL+Left-arrow until you reach the first item, or until
Reaper simply will not let you move any further. There may be a
quicker shortcut to jump to the first item, though I don't remember
any off hand. from there, Press CTRL+SHIFT+Right-arrow once. this will
select the second item, while still keeping the first one selected.
from here, you will be able to make your selection by Bars and beats.
Keep in mind, though, that once you make just one selection, or if you
move to a different track with up or down arrow, you will need to
select the appropriate items again before making another one.

By the way, the command SHIFT+Left or Right arrow will select a
percentage of a beat, which is why you are hearing the percentages
spoken.
