Yes, you can reassign all that stuff. I have done this for laptop use. It's easier to use a numpad if you have one, though.
I mostly needed to reassign the actions for moving items on the timeline, moving items up and down a track, and the zoom ratio. The nice thing is that you can have multiple shortcuts for every action, so I can use my laptop with or without a numpad and not worry about certain keys not working anymore, just use what I need at the time.
