[RWP] Selection deletion an arrangement by bars and beats in reaper?

have you tried reading Reaper's user guide?
though it's in pdf , you can convert it to text using Adobe reader.
look for the sections on performing time selections , editing operations , 
adding effects.
within Reaper , pressing Shift+F1 brings up a web page with all the actions 
that have keyboard shortcuts.
