Have you tried just playing a pre recorded audio track, like a mp3, to 
see if your audio card is configured?

Just load a mp3 file, press play, and see if reaper plays it,...if it 
doesn't that may mean that you need to get your audio card configured 
with reaper before you can get some sound out of it...
