[RWP] Is There an Issue with the midi editor in Reaper 64?

I have no trouble opening the Midi Editor on my system. Reaper 4.2.6.1 64bit 
with System Access.

However, I have noticed one peculiarity!

I am able to Navigate through the Events list with Control Left Right Arrows 
and then when I need to Edit a particular Event, the Tab Key comes into 
play.

What I am seeing when I Tab to the Position of said Event, is a Read Only 
(non editable) Parameter.

So, how does one edit the Position Parameter?

Some one said that ctrl+enter won't open the midi editor, so I took a
look at several Reaper 64 bit versions, using NVDA, and I also can't get
the midi editor to open.
I just looked at version 4.25; earlier I looked at version 4.261; ,
running NVDA, and, if I begin by inserting an empty track, then press
applications key, I hear Handle for current track view not found; then
the ctrl+up arrow; then applications key works as usual to display the menu.
Okay, that's normal behaveor, but, However, if I then insert a midi
file, no matter how I try I can't get the midi editor to open.
I tried ctrl+enter with the midi track armed and unarmed; with no midi
output  and with midi output set to microsoft midi; with the track item
selected, etcetera, , same result: Can't Open Midi.
I tried it with all midi on 1 track, and with the midi track on separate
tracks, same result: Can't Open Midi.
Also, while the midi file is there, the applications key will not
display the track options menu that usually displays with the
application key.
As long as a midi track is there, when I press the applications key I
don't hear Handle for Current Track View not Found, and pressing ctrl+up
arrow does nothing to make that menu display.
If I delete all midi tracks, and insert an empty track again; when I
press the applications key I ;m back to hearing: Handle for Current
Track View Not Found, and ctrl+up arrow; then applications key works to
cause the usual track recording options menu to display
I don't do any work in Reaper 64, since Wineyes 7.5x won't work with it
while ReaAccess is running.
I just keep Reaper 64 on this Win7 64 computer to look at it with NVDA
to answer RWP questions when I can.
I don't usually try to open the linear midi edit menu, so I don't know
which 64 bit version was the first with this issue.
I only work with 32 bit Reaper on XP, where I open the midi edit menu
all the time to edit midi, and it always opens with ctrl+enter.

Can all of you who are on windows 7 64 open the Reaper 64 midi editor,
with ctrl+enter; and which 64 bit Reaper version; and which screenreader
  are you using, please?
