The most accessible sampler library builder for us is sfz.
It comes with sonar, but will work with reaper, but you'll have to create
your own access to it since the vst windows are different.
But there are only a few controls, and you use text files to create your
splits and layers and howo your samples are played.
Someonje else can tell you where to get it, it's free even if you don't own
sonar, google is your friend.
