[RWP] can anyone explain this behaviour?

How about splitting off the item you want to paste?
To split, select a track, then select its item with ctrl+right arrow.
Then move the cursor to where you want the first split to end, and press 
the letter S.
You now have 2 items on that track, the first from beginning to where 
your cursor was located, the second from that point to the end.
Do this as many times as you need to get the exact phrase you want to 
paste, then select that item, copy it to clipboard and paste it.
