I think the track control panel you want is the effects routing page,
where you insert an effect.
To get there, click on the letter F while in track view.
Then tab until you hear Insert an Effect, hit enter and follow the
dialog to where the effect plug is stored, arrow to it and hit enter,
and it will load.
Depending on which effects plug you load, you can tab to many parameters
of that plug in that same effects routing page.
As to routing that effect, to or from a prack; I don't do it there in
the effects routing page, but back in track view, which you reach by
hitting escape from the effects routing page.
Then, I arrow up down to select either the track with the synth, or
audio, or; select the track with the effect on it, then press the letter
I to open the IO; in/out routing dialog.
In there you can assign sends or returns from any track to any track.
IO routing is fairly intuitive, but if you run into issues, let us know.
In Reaper you don't have effects bays as such, everything can be
assigned its track, and any track can route to any other track.
I suppose someone else will know how to route the effect while in
Reaper's effects routing page, I hope so at least, so I can learn that
method myself.
