[RWP] Inline Midi Editor Works, but not on Events, only on Items

In Windows 7 64, running N V D A on 64 bit Reaper 4.30, if you select
the item on a midi track, then press the ReaAccess shortcut for the
inline midi editor, you hear: Can't Open Midi.
But, if you select the item, then press the standard Reaper shortcut,
the letter E, you hear Open Inline Editor.
Click enter and you are able to edit the whole item's midi properties,
but can't get to the event list for each note; at least I can't reach
the note events.
In XP, with Window-Eyes, Jaws, and I believe N V D A, it's easy to open
the midi editor with the ctrl+enter shortcut.
You just select the midi track's item you want to edit the events in;
with ctrl+shift+right arrow; then press ctrl+enter to open the inline
midi editor; then use ctrl+right arrow to advance along the timeline to
each note event list.
While on a note's event list, at the tab key I find the note's position
along the time line; its midi instrument number; note number; note
length; velocity, etcetera.
In 64 bit Windows 7, and any Reaper 4 version, I can't get past the
item or take settings, down to the midi event level.
Is anyone accomplishing midi event editing in Windows 7 64, in any
Reaper version; with any screenreader?
How are you doing it?
