I also encountered that Can't Open Midi Editor message with NVDA, in 64 
bit Windows 7.
I posted about it, but never heard a solution.
I myself am hiding back in good old XP, where no such problems occur 
with any version of Reaper.

I'll put the latest Reaper on this win7 64 machine and ttry to open the 
midi editor, and learn what happens.
Maybe a later version of NVDA, or an earlier one, or a different version 
of Reaper won't have that problem.

You also might try other versions of NVDA and Reaper 64, and please let 
us know if the Can't Open Midi Editor issue exists everywhere.
