[RWP] ReaAccess and Reaper Shortcuts

Jim, I assume it's a peak in audio volume, which could be a kick drum or 
whatever, ; same definition of transcient as when used in Propeller 
Heads Recycle, Sonar's AutoSnap, etcetera.
