[RWP] ReaAccess and Reaper Shortcuts

Looking at this list of hot keys, could somebody define for me exactly what
is meant by the word "transient"?
I know what this meant when I was in engineering school.
But, I am getting the idea that this term might have been redefined for pop
culture. What it meant was, abrupt changes in a complex wave form. So, for
example, if you had a clip that contained a drum track, since mostly silence
exists in that track between drum hits, practically every drum hit would be
defined as a transient, because it represents an abrupt change.
However, if it was a mix of many instruments, those drum hits may or may not
turn up as transients, depending on amplitude, because they might blend in
enough with the surrounding mix, and didn't stand out, and so constituted
more of a continuous wave form.
So, what does Reaper mean by Transient?
