[RWP] found an HSC set an VST plugin for reaper

I know Steve Spamer is working on some porting of HSC sets to Reaper, and 
has it working as far as I know, though perhaps not poasted yet.
I don't yet know the root cause for those not being transparent.  But, it is 
possible that the sonar HSC sets were not defined using coordinates that are 
relative to the boundaries of the pluggin, rather than the boundaries of the 
application.
