[RWP] Setting Up Reaper as a Phrase Recorder

I was just checking out a Roland phrase recording pedal, and I thought 
Reaper should be able to do this.
I already know that selecting automation touch in record options causes 
Reaper to wait until you press the first key on your keyboard to 
actually begin recording; so the first beat always falls exactly onto 
the beginning of the measure; but does anyone know how to get a 
recording to stop at a set point, like the next beat, or the end of measure?
When you press the stop button on the phrase recorder pedal, it doesn't 
stop recording instantly, but waits until the next beat, or the end of 
the measure, so the recording always loops perfectly.
When assembling your own loops into music, it's okay to have some 
silence at the end of a recorded phrase, as long as that phrase ends so 
that it stays in time with the other loops you have recorded.
So, question 1:
Can Reaper autoquantize an audio recording?
Question 2:
How do you get a recording to actually stop recording on the next beat, 
or the next end of measure, although you have hit R; or the spacebar; a 
little early?
