David, I don't have Reaper on this computer to confirm the shortcut, but
if you press F12 for shortcut learn mode, there is a shortcut to raise
the selected track by semitones, and another next to it to lower the
selected track by semitones.
Press F12 again to exit learn mode.
I think selecting all your tracks with ctrl+A or by holding ctrl+shift
and arrowing up or down across the tracks should select all tracks, then
press the raise by semitone shortcut and it should work
I've used it many times on a single track and it works instantly..
