Hmm. The subject says encoder, but the question says decoder.
iTunes can, of course, be both, so I don't really know which you actually want.

For playing media, I generally use VLC Media Player. For encoding, I use lame from the command prompt. There are also a ton of converters out there, but I also encode stuff in Windows this way, so I use what I'm used to.

But, to answer your question, when you try to encode something to mp3 using the Mac version of Reaper, it gives a disclaimer that Lame can't be packaged with Reaper, and directs you to http://aegiscorp.free.fr/lame/ to download the proper library.
