A track takes the timeline of a project. So, if you copy a track and go
anywhere on the timeline, then paste, that track will be relative to the
project as a whole, not where you are in the timeline. What you really
need to do is move your items on that track where they need to go,
rather than the track itself.
The easiest way to do that would probably be to select all items on a
track (control left or right arrow after your track has been selected)
with ripple editing off, cut all items to the clipboard, move to the
point in the project where you want to stick them, then paste.
This assumes your track already has items on it. If you are importing an
external file to a track, just insert that file at whatever point you
are in the timeline.
