[RWP] adding an affect to a peace of audio

hay there, I am wondering how to add an affect to a selected peace of audio.
for example, lets say I talk for 10 seconds, an I want to add delay to only 3 seconds of that audio.
how wood I do this whit out adding the affect  to all the audio?
