[RWP] changing the way ReaAccess reports track panning

Maybe some little detail of souncd card assignment has become corrupt.

It wasn't easy to get the complex EMu 16 16M going, since its control 
panel is largely, not entirely,bit map, and luckily it exposes the 
default outputs 15 and 16.
It'd be nice to access the other 14, but I'm glad to at least get a pair.
It's a pain to reconfigure in Reaper; but it gets easier each time I do 
it. smile.
Sonar still brings up soft synths immediately playing, so it's 
definitely Reaper's settings that changed.
Just yesterday I heard my sighted wife saying maybe my eyes are going 
with age, because the font seems so small now I can barely read 
anything, like the labeling of bad ingredients inpackaged foods.
Her mouse wheel wouldn't zoom in the particular program, so I reminded 
her of display in Win7 64, and I heard her say, how the blank did that 
get changed to the smallest possible font?
Every windows version so far changes settings now and then, just to keep 
life interesting for us.smile.
