[RWP] changing the way ReaAccess reports track panning

Thanks, Patrick.
I also learned how wrong I was when I said  that page up or page down 
jumps by chunks in alt+arrows, it doesn't, but if I hold down the left 
or right arrows it takes all of a second, to scroll to full left or full 
right.
It takes about four seconds of holding up arrow to get into the high 
teens or more of positive volume.
Page up/down and home end work to move pan and volume quickly elsewhere, 
though.
