[RWP] changing the way ReaAccess reports track panning

Oh, I meant to add, don't you use page up and down when setting pan values?
It works to jump by a chunk of values in alt+arrows same as elsewhere.
Seems a little counter-intuitive that up and down page controls left and
right pan, or whichever way it goes.
