[RWP] changing the way ReaAccess reports track panning

I'd love to be able to toggle whatever setting changed so now I need to 
assign audio outputs to each soft synth.
I think I'm going to have to record Reed Eloquence reading Reaper's 
audio device settings on this computer, where soft synths come up ready 
to play, then take it to my music computer and tediously go through each 
setting.
Reaper version 4.21 had some nasty bugs, supposedly corrected in 4.22.
