[RWP] Playing a selected part of a wave file.

Talk about slow, I found YouTubes today demoing running Reaper from an
android phone, and the call and response between android and OSC, then
from OSC to Midi, with the same extra steps in the return path, made it
painfully slow, whole seconds of latency.
So much simpler to put Reaper portable on some kind of little computer,
then transfer your work to the desktop machine later.
