[RWP] Displaying Menus in Reaper V 4.21

I just checked, both in Wineyes and NVDA, and it seems that the menu 
display work around ctrl+up arrow while on a track's item, puts you in 
the mixer.
If I press the applications key slowly, after pressing ctrl+up arrow; I 
get a tiny menu with the master track's V U meter choices of:
  1. peak and R   RMS;
  2. peak only;
3. RMS only.

Like I commented previously, while on a track item, if I press ctrl+up 
arrow, then hurry to press the applications key, I get the extended 
track properties menu, beginning with Monitor Input M.

I notice that by arrowing up on that extended track options menu; there 
are several submenus; where you can right arrow; then up/down arrow to 
reach a large number of recording input and  recording output options.
