[RWP] Playing a selected part of a wave file.

I'm going to implement the open a wav file in an external audio editor,
in Options/preferences.
Sonar has that; and Reaper also should have close integration with Sound
Forge.
Well, so far; in version 4.20, I've only checked out the main midi edits
I'm working on at the moment, and looked with Jaws 13 demo, NVDA and
Wineyes; to be sure that Roy's ctrl+up arrow still unlocks the
Applications key menu.
Up to 4.20, I've been habbily working in Reaper version 3.78 in XP.
I did install version 4.15 on this ancient online machine, but only to
be sure major features hadn't left me too far behind so I wouldn't be
totally misinforming someone.
But, with OSC here; I've got to try that.
Tonight I'll download 4.21 and install it over my old friend, 3.78.
Don't throw old installers away, just in case something gets broken.
