[RWP] Reaper 4 and ReaAccess

The problem after Reaper 4 was not announcing tracks, but the problem 
was failing to  expose menus.
Press ctrl+up arrow and menus will be accessible.
Also, when Running N V D A tracks would not be announced;   until I 
reinstalled ReaAccess, making sure N VD A was checked in ReaAccess's 
list of supported screenreaders.
