Hi Jessica,
Not all parameters will cause a change of sound, for instance, if you
are changing reverb type, when the parameter just above that one has
reverb shut off, or you are changing resonance filter type, but that
particular filter is shut off, you'll hear nothing as you change it.
When you find a parameter that displays only 1 or zero, it's an on/off
switch.
Almost all VSTI plugs show effects wet' or dry;at the very bottom of
the presets list; and I'm pretty sure that one always works.
Not all plugIns will respond to parameter changes; but many plugs do.
FM8, for instance, has 8 FM operators, each with about 10 parameters,
and in some configurations all 8 operators can be interacting with each
other, so you can get dramatic changes in sound, with just a single
parameter change; but I never got FM8 to respond to program change messages.
I found its preset increment/decrement buttons on the effects routing
page; and I arrow through presets that way.
If I like a particular preset, I use Reaper's generic save preset
dialog, which is kind of difficult to find on the effects routing page,
but once saved I can find that preset again, with the generic preset dialog.
A peculiar thing about Reaper's preset load and save dialog, it shows
formats as FXB; FXP; and all.
It only works with FXB and FXP, if you try to load other formats with
all selected, you only get an error message.
