[RWP] Lame MP3

My Reaper wouldn't render to MP3, and suggested that it download lame 
dll 3.99.5.
I got the download, but Reaper 4.15 didn't put the file in the proper 
place in its directory, but left that to me.
I tried various places, read online about some folks putting enc 
lame.dll into program files/reaper/plugins and others saying just paste 
it anywhere in Reaper's main directory, others said they had success 
both placing enc lame.dll both in the plugs folder and anywhere in the 
program files directory, so I did both, and now get, I think, better 
sounding mp3's with version 3.99.5 than previous mp3's.
  Maybe everybody else already has it, I don't know, but I'll post it 
here, to save someone else the hassle of finding it.
