To solve your first problem, press alt+P until you hear "ripple off." This
will, believe it or not, disable ripple editing, which changes the way
reaper deals with items surrounding one you wish to cut/delete.
When it is on, you experience the result you have. You can have this set
for 1 track or all tracks, and with ripple off, all items stay where they
are no matter what you delete/cut.
