I consider Reaper and any dedicated audio editor mutually exclusive. You can edit audio with Reaper all night long, and it has advantages over a single track mastering editor such as GoldWave, or SoundForge, which I prefer, in combination with the old Sonic Foundry noise reduction plugin, which I keep going back to despite several supposedly better things out there.
I'm editing audio almost exclusively with Reaper these days, only using SoundForge for more simple tasks, final mastering, and some things that are just simply easier and faster than in reaper. I would never replace one with the other. However, mixing in Reaper with everything having it's own track is far more interesting than the single track sound-on-sound method provided by SoundForge. Which method I use depends on how much time I want to put into a project, how modular I want things to be later, etc. But again, I would never tell anyone to give up a dedicated audio editor and use Reaper exclusively for that purpose.
Reaper doesn't come with any restoration stuff, but you can use exteral VST or DX noise reduction plugins, like the Sony stuff, Waves, or others. This having been said, I prefer doing such things in SoundForge, though sometimes I use a combination of pre-processed audio in SoundForge, followed by another pass, configured differently, in real time on a track in reaper, as often, using only one pass of one particular algorithm of noise reduction doesn't quite cut it. It's always good to have options.
