Yes, there are several midi monitor utilities for Windows, one old one 
is called Midi Monitor.
They analyze the midi stream and report what's coming through.
Which Windows are you running?
I believe I know where some are, I'll try to find one.
A midi stream analyzer  should also be very handy for learning what the 
BCF2000 buttons are sending with the various schemes for hooking it up 
to Reaper.
