[RWP] Very simple question

I'm trying to get reaper to be a very simple loop recorder.
I hear an inspiring sequence or arpeggio in one of my VST 
instruments,and want to record an exactly 2 measure or exactly 4 measure 
loop in Reaper.
I set track properties to record touch.
This means that I don't need to concern myself with beginning the 
recording at exactly 000, after metronome countdown; Reaper only begins 
recording when i touch the keyboard keys a at 000, and recording is 
supposed to end at exactly the end of 2 measures.
There is supposed to be no missing first note;  and also no silence 
before recording begins.
Okay, so good so far.
I set up, in project properties, advanced, to limit length of recording 
to exactly 2 measures.
But, although Reaper is set to limit recording length  to exactly 2 
measures; there's a little error between my intended 2 measure loop 
legth lenth and what actually occurs.
This discrepancy was a known math bug way back in Reaper 1, but was 
supposedly fixed in later versions.

Also, even when I manage to record an exact 2 measure seamless midi 
loop, when I render the 2 measure midi loop to audio, there's an audible 
gap between repeats of the audio loop.
Sure, I can take the audio loop to Sound Forge and spend time trimming 
the length and finding the exact zero crossing point to end up with a 
perfect loop, but I shouldn't have to.

If I begin with a 2 measure midi loop that loops seamlessly, I should 
get a 2 measure seamless  audio loop.
Audio latency can't be the cause, I'm getting 5 ms or less latency.

2 measures is 2 measures, why can't I get Reaper to record what I set it 
to record, and not run over that length; or stop recording short of the 
2 measure recording length I previoussly set?
I don't get it, what's the problem here?
Does anyone know a better setup to achieve what I want??
