How to Setup Behringer BCF2000 to Control Reaper:
At the top of the Behringer BCF2000 front panel, there is a row of 8
knobs, and below that two rows of 8 buttons; with 8 buttons in each row

Hold down the fourth button from the left in the top row of buttons
and turn power on.
Continue holding the button down for about 3 seconds.
This puts your BCF2000 into Mackie Sonar Mode.
Turn power off, then back on.
All 8 faders should jump to the bottom of their strips.
Now open reaper.
While in track view, press Control+P to go to Options/Preferences.
At your number pad you will find a long list of Reaper's various
preferences topics.

Go to Midi Devices, click on it, and tab down until you find a list of
Midi Input Devices.
Arrow down until you find either BCF2000, or perhaps USB Audio Device,
which is how the BCF2000 inputs are sometimes displayed.
You can rename USB Audio Device to BCF2000 here, if you like, Reaper
doesn't care what name you use.
Be sure to disable all BCF2000 entries here, whatever name they have.
Of course, your Midi interface's entries should be left enabled.
Now tab down to Midi Output and do the same, leave your Midi Interface
entries enabled, and disable all BCF2000 or USB Audio Device entries.
When your are finished with these settings, tab down to Apply, press
enter, then press enter on Okay.

Now, Reaper may have put you back into track view, so press control+P to
go to Options/Preferences.
Find the long list of preferences topics, and find Control Surface,
almost at the very bottom of the list.

Click enter on Control Surface.

Tab down until you find a list of all supported control surfaces, which
might read not selected.
Arrow down through this list.

At the top of this list is Behringer BCF2000, but contrary to what you
might think, you don't want that selection.
Continue arrowing down until you find Mackie Control Universal, which
is the selection you want.
Tab to the Edit button.
Then Route to PC cursor in Jaws, or Route to Mouse Pointer in
WindowEyes., so that the Edit button has focus at your number pad.
  then left click on Edit.
If you are successful at opening Edit Mode, you should find these lines
displayed at your number pad:
Control Surface Mode
Mackie Dev, 1 of 1
Control Surface Settings
Midi Input
Midi Output
0
Surface Offset Tracks
9
Leave at 9 Unless You Know What You're Doing
Size Tweak
Ignore fader when fader is not being touched, checkbox unchecked
Map F1-F8 to go to markers, checkbox unchecked
Default Okay
Cancel

If you don't find the lines above displayed, you are not in edit mode,
so try again.

For now, leave all the default settings, like 0 and 9 as they are.
Only set the Midi Input and Midi Output.

The exact procedure required in Jaws to reach the list of Midi Input and
Midi Output entries here in edit mode may be different from the
Window-Eyes procedure below, but I know that Jaws users can make these
settings with a similar procedure, because, as inept as I am in Jaws, I
reached Edit Mode with Jaws and managed to screw up the BCF2000 entries,
so I had to reset them with Window-Eyes. Smile.

In Window-Eyes, use Clip Prior, Insert-NumPad-Home and Clip Next,
Insert-NumPad-Page Up; to find the space just to the left of the Midi
Input button.
A numPad left click in the space just before Midi Input will cause a
list of all Midi Input entries to appear at your arrow keys.
Arrow down to BCF2000, or USB Audio Device, however it is displayed.
Now use Clip Prior and Clip Next to find the Midi Output button, left
click in the space just to the left of Midi Output, and a list of all
midi outputs will appear at your arrow keys.
Here you also arrow down to BCF2000, or USB Audio Device, if that's how
it is displayed.
In my Reaper, I find 2 entries for the BCF2000 in Midi Input and 3
entries in Midi Output.
I find that the top entry in both Midi Input and Midi output; the entry
with no number or letter after it; works to allow the BCF2000 to control
Reaper.
Right now, I don't know which combination of the other BCF2000 entries
might work, but I got error messages when I selected them instead of
the topmost entries in both Midi Input and Midi Output.

After you have completed these settings, click on Default Okay.

If you have done these settings correctly you will immediately hear the
faders on your BCF2000 jump to the current volume setting of tracks 1
through 8 in Reaper.
You are finished with setup, and can use your BCF2000 to control Reaper.
