[RWP] reaaccess install complains

well, what would cause the reaaccess install to complain about running 
reaper when i run its install, if reaper has been run already?
if it has been run, it would have had time to do its mysterious 
unpacking and such, and the reaaccess program wouldn't ask me to run it, 
however it is, even after i run reaper, though i'm trying for a portable 
install of reaper first.
what's going on here?
