Depends on which keyboard you mean, your qwerty keyboard or your midi 
keyboard.
Under use a joystick as a controller, you can configure a joystick; or 
another qwerty keyboard, or a game pad, r any old midi keyboard; to send 
CC messages or Reaper actions, or .sws extended Reaper actions to Reaper.
You can fill a second qwerty keyboard with ccustom shortcuts on a midi 
channel you are not using for music trax;  to send whatever Midi 
messages, or Reaper actions, you need.
  Other than that, I don't understand the question about sending local 
messages to your keyboard, unless you mean system exclusive messages, 
which you can send from any midi sequencer.
