[RWP] Inserting Effects with A few less Keystrokes

Instead of going to Reaper's effects routing page, you can just insert 
effects from the track view, with control+I, or whatever your favorite 
method is, same as for inserting soft synths.
Effects plugIns presets appear in the same combo box on the effects 
routing page as when you insert them from there.
With the factory effects, you also get the NO Presets message, and the 
same cure  works; press page down and the presets appear.

Interestingly, though, if I try to insert a VST synthesizer from the 
effects routing page, it will be placed on a track in track view, but 
not one synth inserted from the effects routing page has played for me 
yet, so the rule doesn't seem to work vice versa.
